Oxide should always be measured by volume relative to the cement content, not based on sand or aggregate. Usage Guidelines

Mix oxide by volume based on cement content only (not the total mix). A typical mix uses 5% oxide by weight of cement. To achieve darker shades, increase up to a maximum of 10% by weight of cement; adding more will not deepen the colour further. Always create a small test batch to confirm the final colour before larger applications. Colours may vary slightly based on cement type and sand used.
